Steering Stem Cap Nut?

Does anyone know what size hex wrench removes the steering stem cap nut? I'm going to install a steering damper and need to know. The service manual is no help. A 10mm is too big and a 9mm goes in, but is "sloppy".

Thanks in advance for any input!
