Primary Adjustment - Is this Normal?!

I bought a 2001 Blast, 2,200 miles. Pretty much untouched, not even broken in.

I was riding for about 200-300 miles, and I started hearing what I figured was noise from the primary. The 2,500 mile service came around, so I started doing all the checks and adjustments and noticed that the primary chain adjustment screw was screwed all the way in.

Drained the primary and got a ton of plastic and some metal shavings. I pulled the primary cover and the shoe looked like this. Also, the tension on the shoe into the primary chain seemed really tight. Is anything about this normal?
